Printing around the collar

I am trying to print an arch design around the collar of a shirt, but am having problems getting the ink to actually transfer to the shirt. For some reason the ink will not even touch the shirt. Do you think I need to adjust my screen press, make a new screen with the image in the middle of the screen (it is about 4 inches from the top of the screen right now) or get a special pallet for the seam of the collar? Any suggestions???
