Good image program

I purchased a small laptop and was wondering what a good image editing program would be that’s free also? that I can download on download.com. something I can makes layers and simple image for making films. I don’t have much memory and hoped there was something out there and help would be greatly appreciated, thanks in advance. Mahalo!
