I'm using:
10x14 Screen
10" foil pie tin light holder
Photo flood bulb (250w)
Every time I try to expose my image with a photo flood bulb 12 inches above my screen, I get the outer parts of the image burned on the screen. The problem is that the center of the image does not get burned in the screen. I do not understand why the outer part gets burned on the screen and the center doesn't. Please help.

Is the center not exposing at all or are you OVER exposing it?
12" might be to near to the screen.

Im thinking its creating a hot spot and is burning the emusion just in the center. Does this sound logical for this to happen?

yeah... sounds to me that you are not getting even light.
Try moving the light away a bit further.
Also I would suggest looking at how some exposing units are put together.
