Inks for Pantone

I am helping my daughter getting started in screen printing. My first question is about inks. I would like to print t-shirts with mostly "off the shelf" colors but may need to print in Pantone specific colors.
International Coatings is good for "off the shelf" colors, but I was told that they don't support mixing colors to create Pantones.
Are Rutland Inks and Union Inks just as good as International Coatings?
I would like to only stock ONE manufacturer's products if possible.
Can you please advise me on this?

Been using both for years, good stuff. Pantone mixing isn't cheap. You may want to stick with off the shelf and only order pantone matches as needed. Don't forget to pass the expense to the customer.
