Sticking Plastisol 'Puff' Ink to Paper

I need to print a paper with a raised profile, what inks would you recommend. The sample looked like plastisol but peeled off the paper, can I put a coating down that the plastisol will stick to? Thanks

i am new in this forum...so afraid coming late for answer...i use to mix adhesive power in the plastisol when i need to print on paper...try it!!!!
