Persistant bleeding edges

I am getting this problem a LOT! like all the time. Where the ink bleeds underneath the bottom edge of the stencil. I have been flooding with a stroke away from me and pulling the ink through towards me. I have experiemented with different pressures and angles. It occurs with both system 3 and speedball inks. I'm using 120 mesh and printing on to heavy paper. I can't seem to figure out what I am doing that is causing it because it seems to happen on every other pull no matter what i do.

I've attached a picture to show the type of bleed im talking about.

Any advice please? I'm going crazy!
