Artwork overlays out of registration

So I have a problem that is driving me crazy. I use a HP 1300 lazerjet for my output device with vellum. I've noticed my overlays are slightly out of registration. I notice this when I'm laying a color on a white plate or laying a color with an outline. The middle of the design is in registration but the ends are slightly out. 1/32 maybe. Luckily I'm more of a perfectionist than my clients. I thought it was exposure undercutting but now I think it's my printer. Does anyone have any ideas. I used to use Freehand and I thought there was a setting for "Bleed" or something that would compensate for some undercutting or a thick white plate by making the color slightly extend over its normal size or something like that. Is there a setting like that in Illustrator?

Try putting a thin pen stroke outline on the seps
