I have a HP 2500 CP and i was wondering if i could print on the film for screens. i am not doing half tones or anything, so would i still need rip software, or could i just get my vector loaded and print right from adobe AI or PS?
and i could use my standard ink aka dye right ( the black)???

Yes you can.
Some HP printers have difficulty with clear film, they need a white strip down the side.
The HP ink isn't as dense as e.g. Epson ink so your films will be weaker.
If you don't use a RIP your 'black' will be made up of CMY&K inks, often K is a minor component, which results in a lower OD.
But yes, try it.
